Ronald Clark Ball

Mr. Ball’s incarceration marks the point of no return in the crusade to de-throne corruption in Escambia County. Mr. Ball, being an author, a man of prestige & a globally renown lecturer in the understanding of the cyber threat as it relates to National Security, has become the latest name to the list of victims of abuse of power throughout the Escambia County government. Mr. Ball is not the typical victim, because he is not of a lesser demographic; he’s not a minority, nor a socio-economic nobody that is usually the profile of people marginalized by the Escambia corruption machine. People like Pat Gonzalez, or Michelle Clarke are denigrated by the “honorable” elite of the county due to their backgrounds or prior bad acts. People like Philip Nix, Bill Chavers, Gene Valentino, Anita Hemphill, Laura Montoya or the honorable other citizens who are outspoken in the abuses of the county,  are said to be suffering from a technical term by Sheriff Morgan known as “sour grapes”.  They have been wronged by the county and are labeled as trying to retaliate for their dismissals. That may have basis, if the list of people, who are suffering– allegedly — from “sour grape syndrome” didn’t hit double digits with the exact same complaints, including slander, defamation, civil rights violations, & discrimination.

No Mr. Ball does not suffer from any of the labels previously used by the GOB to discount people. He cannot be seen as I am by Sheriff Morgan, as a lone nut, who spews lies, “a political terrorist”. Mr. Ball has been silenced for a long time but that silence is broken. He cannot be dismissed as the rest of have.

Mr. Ball drafted a pro se motion to dismiss in June that is skillfully written and could be used by any of the above victims against varying agents of the Escambia corruption machine.  While his assertions may sound outlandish, I say to you that the actions against him are just that outlandish and bringing them to light is the right thing to do.

As I have said many times, the abuses of Escambia GOB are vast enough to be in violation of RICO (Racketeer Influenced & Corrupt Organization Law). This entails 2 or more felonies committed to further an ongoing criminal enterprise. The justice system in Escambia County is, itself, the criminal enterprise. The felonies are embezzlement, perjury, fraud and the list goes on and on.  Morgan arrests people, Eddins & his minions as well as various judiciary perpetuate the wrongful arrest through the court system to the tune of illegal seizures, defamation, and political gain.  The real violation is of the honest services clause.  According to 2017 Fall edition of  American Criminal Law Review, in an article by Alexander Sanyshyn, the honest services criteria is thus:

 Elements of the Honest-Services Doctrine

To be convicted under § 1346, an individual must (i) defraud the victim of honest services (ii) by accepting a bribe or kickback. n446

Defraud of Honest Services

Generally, a scheme to defraud of honest services takes place in a fiduciary or employer-employee relationship. n447 Such a fiduciary relationship is often present when one manages money for another’s benefit. n448 It may also be present when a voluntary trade association n449 or charitable and nonprofit organization is involved. n450 The employer-employee relationships that may give rise to an honest-services claim range from a shareholder-management relationship n451 to a government employee-private citizen relationship. n452 However, the duties owed by a public official and a private individual differ. n453

[*1725]  The fraud need not be directly accomplished by the defendant–the defendant need only to have caused fraud to be committedn454 However, the defendant must be aware of, or participate in, the fraud committed by the third party. n455

This lays out the basis for many public corruption cases. The use of public power for private gain is the biggest risk associated with people in power.  The various prongs of corruption, quid pro quo corruption, undue influence in inequality corruption, misuse and abuse of power are all used to further the criminal enterprise that operates as the criminal justice & legal system in Escambia County. There is no justice to had in the system in Pensacola. No one is above the law and while that hasn’t been apparent to most people except those churned out by the system in my hometown, Mr. Ball’s case added to the 7 people in the Billings Case, specifically prove a pattern of behavior that spans over many years & many cases. The totality of injustice is astronomical in Escambia County.

Ron Clark Ball is going to the catalyst case that shines a light on the stuff Willie Junior was killed covering up. Get your popcorn, kids. The show is beginning.

I told Morgan that when he saw me coming, that hell was coming with me. He should be feeling the heat, because I am at his door.

Cognitive Dissonance & Fiscal Illiteracy

I know, I know—Big Words.  Cognitive dissonance is confusion resulting from dichotomous & opposing views about one principle.  Sir David is the personification of cognitive dissonance.  His latest publicly embarrassing rant is about deputy pay raises. Morgan fumes to WEAR:

“It’s nonnegotiable,” Sheriff Morgan exclaimed. “We’ll settle this in front of Governor Scott. We’re not going to negotiate this. This is nonsense, I’m done. I have a board of county commissioners unfortunately that appears to believe that they’re smarter than we are…..It’s OK for an officer to catch a bullet from a thug, but county commission won’t give them a pay raise.”

While these statements have a great deal of truth to them, the BOCC is smarter than any and all the admin at the ECSO & the officers that retired in 2009 had more longevity with greater performance based success that reflect in the crime numbers.  They also had higher standards to pass on a day to day basis. According to sources at the academy, as many as 65% don’t pass the full curriculum.  Of that remaining 35%, a high percentage  (what is estimated to be half) of them find their first couple of months in FTO, proves to them  that a place in this agency is not for them. Now that could be because the people being recruited come from PCC (sounds like a punchline but it is, unfortunately, true) or because the standards have been so low to populate approximately 2.5 times the number of classes churning through the academy than any other point in the last 15 years.

To get back to the cognitive dissonance of Morgan’s latest tantrum on the news lies in the fact that while he accuses the BOCC of letting his deputies “take a bullet for a thug” rather than get a raise, he fails to disclose the increase in the budget at the beginning of this year that he BLEW on hiring an “UnderSheriff” to soak up funds to populate 1 job position for 2 of his followers, Chip Simmons & Eric Haines. Two salaries for 1 job that has been parceled out to 2 people. A colossal waste of funds.  Not to mention the money, he gave Andy Hobbs, David Ingram and Amber Southard that makes every raise in the ECSO look like chump change; his fiscal illiteracy provides the cognitive dissonance we see today.  Yet his strategy is to bitch about and shame the BOCC members when he, not them, wasted approximately $200K in these horrible decisions to stack the top of his agency rather than put the money towards the rebuilding of the agency he single-handedly dismantled by forcing out 62 deputies last year.

Now let’s talk about that number, 62. Of those 62 who left the agency last year, at least a third have entered into civil suits for discrimination, civil rights violations and sexual harassment against Morgan personally and professionally. That is a skyrocketing number of suits against any ONE Sheriff. Another meritorious distinction this non LEO sheriff claims.

To simplify this for some of the current admin at the ECSO and the Honorable Sheriff, you can’t bitch about how the BOCC regards your deputies’ pocket book when you already stole from them too. That is cognitive dissonance–berating someone for something they shouldn’t do when you did it as well but don’t think you should be berated or judged. Hypocritical is another term in this case that would apply.  The money in the budget he gave to Chip Simmons, Amber Southard, David Ingram & Andy Hobbs. They got the money that deputies deserved. Morgan mismanaged that money by rewarding his favorites in a grandiose fashion, leaving the rest in the cold.

That brings us to the fiscal illiteracy. The fiscal illiteracy refers to his failing to manage the agency in the way it should be, despite the fact the Honorable Sheriff claims he can. I don’t know, maybe Webster University’s graduate level business classes,  37+ years ago, didn’t prepare Morgan to actually use numbers as high as the Honorable Sheriff has to work with today. Maybe there are too many big numbers for him to understand in one budget. I don’t know.

Let’s look at the over all money issues historically Morgan has had:

*in the military, he allegedly was skimming government money via credit cards, resulting in his early retirement

*the mishandling of the budget regarding the jail that resulted in him losing the oversight of that jail

*the employee that embezzled $150K from the LET fund for years without anyone knowing and his CFO keeping his job even though he facilitated larceny

*the citizens’ complaints on how LET money is spent resulting in an investigation by the State Attorney.

There is a pattern of misappropriation.  It seems very clear to those of us who pay attention.

The conclusion, based on the past history of this Honorable Sheriff leads to the reasonable assessment that, either he is criminally responsible for misappropriation of taxpayer funds as well as mismanaging criminal justice principles and personnel necessary for a LEO agency in the 21st century,

OR

He has been given too much responsibility for his capability.  He cannot seem to handle doing the duties of his post, which is to maintain law and order while sustaining the county’s fiscal well being and safety.

You decide.

I almost forgot to give a shout out to Gerry Champagne for trolling and liking my FB page for Florida Open Gov. Initiative.

CORRECTION:

I mistakenly said that 65% failed the academy. That is incorrect. The cadets go through the academy fine; it is 65% failing out of FTO or discovering this job is not for them.  My Bad.

Commentary on the Escambia County Sheriff’s Forum May 23, 2016

I don’t know what to say. Should I start with the biased reporting of Kevin Robinson by claiming John Johnson “attacked” Sir David? Mr. Robinson does not understand the meaning of the word “attack” if he thinks that is what Johnson did.  Johnson merely unveiled the current conditions to the people. Morgan likes to whitewash the community erosion by saying it does not exist.  Escambia County isn’t Never Never Land. It evokes the tale of the Emperor’s New Clothes.  Sir David would have the citizens believe his rhetoric over the statistics, experiences of people around him. Let’s not forget the community vulnerability that cannot be explained away. Citizens are targets in their own sanctuary of Escambia County.  Where there is smoke, someone should be looking for fire.

Finally, to end this rant of bias by PNJ, Mr. Robinson, being a journalist, you should have a better grasp of vocabulary. Could you have used more legitimate wording?  Certainly! Challenged, confronted, impeached are all better descriptions of the dynamics of the forum. Unless Robinson’s vitriol was part of the propaganda machine of Team Morgan, there is no reasonable explanation of Robinson’s choice of words.  Ignorance or Venom—you decide.

P.S.

Mr. Robinson, do you or the PNJ get LET money to provide endorsements of political candidates?

Issues in the Forum

One of the most conspicuous things I noticed was roughly 19 minutes into the video. The moderator noted the long-standing corruption problem and asked what the candidates would do to increase public trust in the ethical (snicker) behavior of public officials. Sir David either misunderstood the question or he chose not to address “ethical behavior”. Funny how there is no reference to the “Good Ole Boy crew” he claims to have removed with McNesby. He’s put that song and dance to bed. Apparently, his hypocrisy has some limitations.

But He does jump into the fact he doesn’t have a “hate-filled Facebook page”.  What does that have to do with corruption or even unethical behavior? It is social media and campaign ads are simply not unethical.  What is unethical is putting a senior officer on admin leave for something that is purely a civil action between his mother and another officer. What is unethical is the targeting of personnel that do not agree with you and forcing another senior officer into early retirement for liking a anti-Morgan Facebook post. How about targeting women and minorities to make their employment environment a living hell of discrimination and condescension? These are unethical.

Perhaps Mr. Robinson and Sir David should take the same vocabulary lessons.

I could continue with the 10+ blatant prevarications & misdirections throughout the forum but I want to discuss something more offensive.  Sir David repeatedly started bombastic, defensive proclamations with “If Escambia County is so bad”.  This is a tragic effort to validate his re-election campaign by trying to bring the virtues of the county to light. He tried to take credit for everything Escambia County great.

So why do I care? There seems to be a perception that I am an outside agitator. That is far from the truth.  I spent the majority of my life in Escambia County.  I came to live with my Dad in 1986. He was a fisherman and a supervisor for BE&K (worked at International Paper).

This slideshow requires JavaScript.

His name was Jim Barnett (that’s why I’m Jimmie). My Dad was an exceptional man in a very un-exceptional world. He was a straight-shooter that people tended to love. His friends will attest to that, I was the pride and joy of his life. As his only child, he spoiled me rotten but in that, he did teach me the difference in right & wrong.

He passed away May 23, 1997. He was a veteran and was buried in Barrancas. There will always be a part of me in Pensacola.

I told that story to talk about the greatness of Escambia County, despite Sir David’s damage. Escambia County is not “so bad” as he would make it sound but he has been detrimental to entire county. He had no hand in making Escambia great, therefore he doesn’t have the power to take away that greatness.

The things that make Escambia great are the people, the values and the ability to live in a community for decades and NOT HAVE TO LOCK THE DOORS. By systematically fleecing the taxpayers, disrespecting the deputies and insulting the citizens, Sir David attempts to blame the community, but I submit to you that he cannot take away anything the constituency doesn’t allow him to take.

As for the disease of corruption, Sir David is patient zero. He is currently the biggest albatross Escambia County has. It is not the Sheriff Dept—it is him. He is either psychopathically delusional or sociopathically indifferent to the crime problem in the county. Sir David is the nexus of racism and discrimination in ECSO as well.  A double digit number of employees have filed lawsuits for discrimination, civil rights violations and hostile work environment.  DOUBLE DIGIT.  This is the largest number in recent history. Ronnie Mc did not have this sort of litigiousness.  When there are this many people seeking judicial relief because of animus at work, maybe it is time to consider the Sheriff is the problem.

In any other job, if you fail so completely by maliciously endangering the community, you get fired or arrested. If you misappropriate money, you go to jail. Why is Sir David allowed to sit in his office? Only the people of Escambia County can unseat this albatross.

Make Pensacola great again, VOTE MORGAN OUT-2016.

“MAJOR DRUG BUST” Purely Accidental

i-dont-parse

Sir David got some face time with this drug bust done several days ago. He was out of town at a marketing conference in New Orleans. This also allowed him time to develop this overblown story of a 4 year investigation that culminated in the seizure of $500K  of drugs.  There are many details of this “investigation” that are being propagated & are false.

To clarify, this pursuit may have been originated 4 years ago, but was it continually worked and on-going? The answer is yes and no. The dealer, Alfred Hayes, went by the nickname “E”. E has been tracked by a “stingray”. The deputies got a line that a deal was going down but prematurely hit the house only to find the money for drugs and no actual drugs. The money “was seized” but no arrests were made and paradoxically, the money was never recorded at the ECSO.

This week, the “bust” in the spotlight, a source who was inside the holding area reported Melissa Buchanan was stopped on a routine traffic stop. No one knows her from Adam. She is in possession and trafficking of a quantity of methamphetamine and is taken into custody. In the holding room at the ECSO, she is overheard trying to cover her own ass to try to make a deal. She calls E but he’s callous as to her arrest but she gives him 30 minutes to arrange her release. After the time expired, in her panic and feeling of being shunned, she dimed him and his cousins out. E is the grandson of a woman that owns a nursing home. The family had been selling prescription drugs of people who had passed on.  This is common knowledge in the community.

The prevarication of events in the press conference were a self-serving narrative developed over the days following these arrests for maximum political collateral for Sir David’s re-election efforts.  An accidental arrest turned sting…not a prolonged investigative effort that finally paid off.  Misdirection and misrepresentation of events…sounds vaguely familiar for the stories Sir David likes to deliver to the unknowing people of the county.

VM-Over 2016

I haven’t posted for a while because I’ve been reflecting on VMO 2016-365 reasons to vote out Morgan (McNesby). This is not what I want to be remembered for. Does Escambia County have a Morgan problem? Why, yes, it does. As a former resident and person who, now, questions calling Pensacola, “my hometown”, because of the state of affairs in the city, I should not be the one to save the soul of the city.  The people, who make Pensacola fabulous, need to raise some hell.

I am an educated, recognized blogger. My credentials consist of the Dean’s List throughout my Bachelor’s of Science program, working with criminologists, judges, authors and psychologists. I was privileged enough to be accepted into Vanderbilt University’s Master program that less than 100 people are currently in. I have letters of recommendations from people with alphabet soup behind their names and I have earned my stripes with colleagues who happen to be some of the most recognized in Pensacola. I bring legitimacy, education and sincerity to the table of everything I do. Yet Sir David would have you believed I could be reduced to a lone nut who has a grudge.  There is no part of that statement that is accurate.

Vanderbilt University - Vanderbilt - Best College - US News.clipular

13.1 % acceptance rating–that means over 86% of applicants are accepted. So much for your lone nut theory Sir David.

Also, please note, that I have no personal vendetta against Sir David, except for the trail of deaths and ruined lives he leaves in his wake. I said “leaves” because I am confident that Sir David will be run out on a rail or in jail by the first day of 2017. The people, upstanding and the outlaw element, have the same stories of what goes on in Pensacola. ALL THE STORIES ARE THE SAME, with respect to Sir David’s involvement. Favoritism, retaliatory behavior, abuse of power, manipulation of evidence, threats of all kinds, and failure to own up to his malfeasance as a leader. Each and every case that comes my way has these elements in it.

Why do cases come my way and how many are we talking about? Failure to address the problem through procedural or regimental avenues have been ignored, minimized or thrown out because of the layers of corruption in the law enforcement community in Florida. Where do you go when the police are the bad guys?  You come to people like me who will research and document things to bring some exposure to the case. There have been many overlapping cases. That being said, there is no exact number.  I deal with roughly 20 people who have been detrimentally harmed by Sir David’s gang of injustice.  That may not be a lot but even one is too much when you about how profoundly people have been affected by the rippling of misdeeds.  People have died who should not have died because of Sir David. Marriages lost. Kids turning away from parents under false allegations. Property has been lost. People have been debased that had no malice against Sir David. Lives have been lost, earthly and publicly. That’s why I do what I do. I would venture to say 1000+ people have been affected, personally, in some way from aforementioned favoritism, retaliatory behavior, abuse of power, manipulation of evidence, threats of all kinds, and failure to own up to his malfeasance as a leader.

imageThat is my problem with Sir David and thugs. Haines likes to justify and make excuses but there is no excuse for being a sociopathic person. That is what Morgan is.  The DSM IV (professional diagnostic standard; recognized universally) says sociopathy is described by just 3 of the following behaviors:

  1. Callous unconcern for the feelings of others.
  2. Gross and persistent attitude of irresponsibility and disregard for social norms, and obligations.
  3. Incapacity to maintain enduring relationships, though having no difficulty in establishing them..
  4. Very low tolerance to frustration, a low threshold for discharge of aggression, including violence.
  5. Incapacity to experience guilt or to profit from experience, particularly punishment.
  6. Markedly prone to blame others or to offer plausible rationalization for the behavior that has brought the person into conflict with society.

Suffices to say, the 1000+ people negatively affected by Sir David Morgan’s actus reus (law term for behavior and intent to engage in a crime) qualifies him for the label of sociopathy. For those who might be interested in tactics in dealing with a sociopath, SociopathWorld.com is a good reference.

I pose this question to the people of Escambia County: Should your Sheriff be a sociopath?

As for me, I will be focusing on the victims rather than Sir David and that is not to say that he is out of the crosshairs. He is the weakest link in the corrupt string of scum that are taking advantage of the community. And knowing the psychological profile of Sir David, he will try to save his own neck and roll over on Eddins and the money funding the corruption. You know the saying, “a chain is only as strong as its weakest link”? Well that link is corroding as we speak.

Also just FYI, Morgan has an agenda to get re-elected and step down to put Eric Haines as the Sheriff. He’s doing this because Haines COULD NOT get elected himself. Morgan is looking for higher political aspirations, possibly guaranteed by powers that be in Pensacola.  So know that if you vote Morgan, you will be getting Haines. He is a PCC graduate that has no effective law enforcement training, less leadership ability (if that is possible), and no charisma. He is the excuse guy who swoops in and tries to justify the most egregious of actions by the ECSO.

VMO 2016 #1 Conspiracy to cover up human trafficking

Disclaimer: This is going to be a quasi-organized campaign that I will attempt to do in a chronological order from 2009- present day. However, this is a work in progress and it never fails to surprise me the things this administration has done over the years. New things crop up all the time.

1. CONSPIRACY TO COVER UP HUMAN TRAFFICKING

imgres

This is a story I recently covered from 2007 (McNesby/Eddins time). Shauna Newell, a 16 year old girl was kidnapped, drugged, brutally raped by multiple times, and was sold on the internet in a human trafficking ring. How can no arrests be made with all the physical evidence, emails and names of the offenders? There is a paper trail. There are names of the attackers given as well as a thoroughly documented rape kit. NOT ONE PERSON WAS EVER ARRESTED. This is a crime that was gift wrapped with a bow on top yet the Morgan/Eddins/McNesby team could not get justice for a 16 year old girl. If they won’t protect her, why on God’s green Earth would they protect you?

Why You Should Be Concerned Sex Offenders in Escambia County

EDITORIAL: I do not surprise easily, especially when it comes to Sir David; however, I am feeling the physically repulsive & abhorrent abasement this man imposes on this county that he is sworn to protect and serve. I realize some people will read this & chalk it up for my utter disdain for the man but this is merely another story brought to my doorstep that I cannot overlook as an active participant in the human race. This is not just another jab at Ye Olde Sheriff. This unfortunately is true.

They could be sitting next to you right now. You may have just talked to them. They may have been to your home for dinner and had the manners of Southern gentility with no hint of anything sinister covered by this guise. You may have known them for years and years. You see their faces; they don’t look like “sex offenders” or “pedophiles”. They aren’t always male. If you’ve watched “Criminal Minds”, you have seen that sometimes there are females–girls–used to bait the victim–to make them feel safe. They may look like these people.

They don’t look harmful, do they? Yet each one has been identified as either an accessory to human trafficking for commercial sexual activity, kidnapping and rape.

Notice I didn’t say they were charged, arrested or convicted for those crimes, because they weren’t but each of them has been identified to Escambia County Sheriff David Morgan, yet their names do not appear in any report. Curious.

When Sheriff Morgan first took office in 2008, HE contacted a Pensacola resident, a young girl who had been kidnapped, drugged, raped & sold in 2006. No arrest was ever made in her case despite her biological evidence, all the physical evidence taken by Sacred Heart Hospital and a detailed account of the people who led her into the house where her nightmare began. No one was interviewed even.

So Sheriff Morgan takes it upon himself to contact this young lady, as her case was nationally broadcast, to sit down and review her case and possibly get some justice for the this young woman. The prior Sheriff, Ron McNesby, only had charges of rape against Shauna’s offenders. The statute of limitations on just rape is 5 years.  Sheriff Morgan was concerned about the statute of limitations passing without getting justice for her. He persuaded her to come into the ECSO.

Taking Sheriff Morgan’s request in earnest and on face value, this young lady and a friend ventured to the ECSO. Accordingly, she recounted, in great detail, the crimes committed against her, which were substantiated by the photos and lab work taken 2 years prior. She pointed out that the names of the people who conspired, and schemed to victimize her had not been followed up. Sheriff Morgan sympathetically listened and took notes. After much persuasion, this young lady reluctantly turned over the clothes she had worn when she was kidnapped. They hadn’t been collected when she was processed at Sacred Heart nor did the first investigators ask for them. She was smart enough to preserve her clothes in a sealed bag–just in case–there was ever a question or problem with the prosecuting her offenders. She, this young lady, an Escambia County resident, gave the bag to Sheriff Morgan, believing him to be genuinely sympathetic to what happened to her. She entrusted the most powerful law enforcement official in Escambia County with the entirety of her being to apprehend the duplicitous people who had victimized her and were walking free.

Before she left the ECSO, Sheriff Morgan was then witnessed to taking the sealed bag given him, by a member of his constituency who was brutally victimized, and putting it in the trunk of his squad car. How could this be? Why would he do such a thing? This young lady asked just those questions. She was told no one knew anything about those clothes. They have never been logged into evidence. As part of her therapy, her rape counselor who specializes these cases, requested a copy of the Sheriff’s report from the day the young lady spoke with Sheriff Morgan to verify the details she told him had been accurately accounted for and to understand her case. To her surprise, the details were absent. The report was less than informative. It minimized the incident to more of a frivolous claim.  Kidnapped. Drugged. Raped. SOLD. Now, on paper, is reduced to virtually nothing.

There is a whole litany of questions to be asked. Why would a Sheriff take evidence turned over to him and remove it from the ECSO? Why would it not be logged into evidence? How could a man, a father and grandfather, look at a young lady, listen to her horrific account and intentionally destroy her only chance to get justice? What was his real motivation to have her come in? Was it to recoup the clothes?  Why ask her for all this with no proper report even being written on the encounter? What motives would a man with such power have for re-victimizing a young lady who had her entire life turned upside down once already?  What kind of person could be so incompetent, malicious or callous as to destroy such a strong case for a interstate human trafficking ring?
