One of the public records requests I was waiting on was from Escambia County (myEscambia.com). Because the county loves to play games with PRR’s, I requested the bare minimum and ended up making a second request that I have not received yet . The one I received was the disclosure of Whitney Cross Lucas’s starting title and pay as well as her ending title and pay. This is what I got:






So because of the conflicts on “her degree”, I requested a copy of her application from ECSO. Now, yes, I do know that this job is irregular. But according to the ECSO site, it says:

Therefore, I requested her application for the ECSO. Now if she didn’t immediately have one initially, in order to become in compliance with rest of the staff, there should be one on file now. This is to keep uniformity among the staff, except for the Sheriff, of course. This is something that could affect their accreditation. As the Chief of Staff, this would be a priority in making sure all HR records are consistent. Now if I was given a questionable job, I would damn sure make sure the paperwork was on file. This was the response I got after over 10 days:

Very disturbing. But what should be more concerning to them is that FDLE, many sheriff’s departments in Florida and the BOCC have protocol as to jobs created. The job must be completely defined. Who are the people this position reports to? What exactly are the job duties? What is expected? What are the requirements for people who are applying? Is there a hiring ruberic showing who interviewed this person and their input? And probably most of all, it should be a job that is posted for internal applicants and external applicants. This applies to all “non-elected” positions.
Now I am making a leap that she is not a law enforcement officer. She must be support staff as she is not an elected official. I know she serves at the pleasure of the Sheriff (in all ways, clearly). Her Majesty really should follow the protocol that is required for the other people at the agency as outlined on the OFFICIAL WEBSITE. That’s part of the animosity that the “commoners” feel. For that $165K, an application in a file is a minor ask. FYI I refuse to call her “chief”. She hasn’t earned that.
Also, a source told me there are people pissed about the way Her Majesty is fucking with the leave of the sworn officers. Maybe she should cut the recording of all the cameras to pay for not fucking with how and when leave is taken. Or how about cutting some of the superfluous spending on useless shit, like the barrel breacher? Is that a plan?
I have to ask the question of how the Queen of ECSO thinks this entire scenario plays out. The fact she doesn’t have the respect for the ranks within the agency, shows her inability to ever be taken seriously by the deputies. Chip has no concept of how much morale is suffering. He has no clue that by flouting the ranks in creating a position for her, above all the people in that agency, illustrates his detachment and contempt for every single person at that agency. NO ONE can ever achieve the position she has because her qualification is sleeping with the married Sheriff. Ranks are set to establish clear structure and roles the employees can depend on. But hiring her breaks all structure and confidence the employees have in him and the agency because of favoritism. The derailment of Chip Simmons continues.
Her being Sheriff is potentially worse for Escambia County than David Morgan was. Because the public will see what everyone in the agency sees, there is no framework of the meritocracy of every law enforcement agency. Golden Boy persona for 30 plus years destroyed in less than a year.
