An anonymous guest writer from within the Escambia County Sheriff’s office asked me to post this in response to the civil unrest over police brutality. I am compiling a post to accompany this post for later this week.

 Do we have a loose cannon at the Escambia County Sheriff’s Office as well?

On December 1, 2014, Deputy John Beard and another officer were involved in an incident in which Deputy Beard tased a man five times. The man died a few weeks later and a lawsuit was filed. This is a news article of the incident:

BEARD

On February 18, 2018, Deputy John Beard hit an arrestee who was already handcuffed. This incident was not caught on video; however, Dep. Beard was cleared of using excessive force because he claimed the arrestee attempted to head-butt him (ECSO18OFF003324).

On July 14, 2019, during the Blue Angel Airshow, Dep. Beard was attempting to arrest a subject on Pensacola Beach. The video of this incident went viral and depicts Dep. Beard on a man’s back.  The man was in the water and appeared to be resisting, or not complying with, Dep. Beard. Dep. Beard punched the male and eventually took the man into custody. Several officers observed on the video stood around and did not assist Dep. Beard. Text messages between administrative employees at the ECSO indicated that the man was in the hospital, unconscious, two days later. The arrestee was said to have been extremely intoxicated at the time of the incident. Deputy Beard may have also injured his hand during the incident as well because he was seen in a news video with a cast on his arm not long after the Blue Angel Airshow. According to a PNJ news article, the ECSO stated that they would be reviewing the Blue Angel incident. The results of this review have not been released publicly to my knowledge.

On 09/15/2019, Deputy Beard was again involved in an arrest in which he hit a man who was already in handcuffs. Again, Deputy Beard claimed the man attempted to head-butt him, but according to the other officer on scene this did not happen. The other officer on scene, Dep. Ward, noted in his supplemental report that he felt that Dep. Beard’s use of force was excessive. The incident was investigated and Dep. Beard was EXONERATED!! What happened to the whistleblower in this case? The other officer on scene? Just as expected, and in true David Morgan style, Dep. Ward was suspended for a week without pay. The ECSO’s new Use of Force Expert is a training Sergeant. That Sergeant claims that many things COULD HAVE happened and Dep. Ward was punished based on what COULD HAVE happened because he did not participate in the incident to the liking of David Morgan. Dep. Ward was never allowed to give his account of the incident and was punished based on, once again, what MIGHT HAVE or COULD HAVE happened. And Deputy Beard? Well, he received no punishment for what actually DID HAPPEN. Why?? Is it because they did not want the public or the attorney for the first case to become aware of Dep. Beard’s actions since the lawsuit was filed? Too late.

And if that’s not enough get this…the Sergeant in training. The new Use of Force Expert, utilized by ECSO’s Internal Affairs Unit as an expert when they deem it necessary, is none other than the Sergeant who left a high-powered rifle and other miscellaneous ECSO equipment/ammo/etc. unsecured in his county-issued vehicle and had the items STOLEN!!! Was this a policy violation? Yes! Did he receive punishment for this incident when the guns and other items ended up on the street in the hands of criminals and some of the equipment was never recovered? NO! He was placed on Administrative Leave with Pay until the incident blew over and then transferred to train the new recruits! Do you think this Sergeant owes David Morgan for overlooking his “little” indiscretion/policy violation enough to write up an Internal Affairs case to David Morgan’s liking? One would tend to believe so.

One would also tend to believe that there may be other incidents involving Dep. Beard that have been overlooked, unreported or under-reported. Public Records requests sent to the ECSO to obtain a copy of the video from the 2019 incident have been ignored and unfilled. Why? David Morgan believes he is above the LAW!

ECSO: Haines Self-Demotes

Chief Deputy Haines chose to self demote effective May 1st; he will be a lieutenant working in cyber crime.  Speculation is that he is seeking protection from PBA.  That seems terribly unlikely with all the acrimony Haines has caused. I am also hearing he has the ability to “back out” of such a deal, anytime prior to May 1st.

This was a result of Eric trying to somehow be a part of Chip Simmons’s campaign. Chip declined the offer. There was a push to get some assurance of Haines’s job security when Chip becomes Sheriff. Seems as if Chip planned to put him in a innocuous, non predatory position, if he was kept at all. This lack of future job security ostensibly rattled the poor bastard because he agreed to self-demote to lieutenant. .

Morgan is none too pleased about this failure of Chip’s to keep his “little buddy” on as the bully in charge within administration. I’ve said it before and I’ll say it again, I totally believe Morgan is going to file to run again by the June deadline. I think his narcissism will not allow him to become irrelevant, which is what he will be without the Sheriff’s badge. Mark my words, Morgan cannot let go of the wheel. He will be claiming the citizens are begging him to run.

I did inquire about whether Haines will be getting a pay cut. I am told he will lose approximately $50K a year in the demotion, which will knock him down to a cool $100K a year.  Poor bastard will need to stop taking cruises now. But he is get his cruise on as he has been on 2 in the last month. The one he’s on now is with his pervert brother Scott. I guess they need a break from being evil.

Haines & Young: WTF?

Having gotten a glimpse into the daily life of David Morgan and his cronies, via court order, from Judge Rodger Vinson, the ECSO provided text messages between Chief Deputy Haines including other members of the administration, like David Morgan and Mindy Young, among others..  The text messages produced validated many whispers about what is going on behind the scenes and prove the corruption of this administration.

The fact that the court had to issue an order for such common and completely public records is astounding; any person in a position of leadership at the ECSO should know their responsibility of operating in manner transparent to the taxpayers. Public Record laws are not a new creation but an existing process are meant to create successful, transparent operation of our government at every level. Public Records of ECSO belong to the citizens of the county and should be provided when requested, without all the drama of having to cover something up.

Reading the court order by Judge Vinson can shows his frustration with the ECSO for not being completely transparent with these text messages.

THE COURT: Well, obviously Chief Deputy Haines is the

one that you’ve sort of focused on specifically, because he said

he didn’t use his private phone.

THE COURT: Well, let me tell you where I am so we

can — perhaps we can save some time. I don’t find anything

that’s happened here warrants sanctions, so we can set the

sanctions request aside, because I think there’s ample grounds

for saying this wasn’t necessarily encompassed.

Chief Deputy Haines’ private phone, though, is

certainly open to reopen, because even though it wasn’t an

absolute negative, it was left as a negative response saying he

didn’t use it. So I think — I think that’s open to further

discovery. And the question is, in addition to that, what else

and where else do we go.

 

The existence of county business on his personal cell (which happens routinely)  in the form text messages to and from Haines prove he was untruthful and lied under oath about the use of his phone. The near sexting event that occurred between Mindy Young and Eric Haines was a bonus  and a mounting proof of the corruption. I doubt anyone would have condoned the supervisor-employee communication that is this  inappropriate especially when you consider she is currently  investigating him.  And it is most certainly obvious this group felt comfortable enough to openly discuss mishandling of investigations and other ECSO business.  The constant ego stroking shouldn’t be a shock.

What should be a shock is that Haines continues to work in the same capacity even after a federal judge rules Haines was less than honest. In fact, Haines has been found to have fallen short of having the integrity that is expected of a law enforcement official at that level.  Haines was promoted beyond his capability as a law enforcement officer. Few if any have ever truly had any respect for him or his terroristic style of leadership. Haines demonstrated what occurs when an administrator lacks actual skills and experience in law enforcement and is escalated to a level he isn’t qualified to fulfill. It would be far too difficult to debate a law enforcement issue, beyond the theoretical, for Haines. He has exactly as much law enforcement experience on a basic level as Morgan.  This lack of experience forced them both to resort to abuse of  power to control those that have law enforcement experience and those that question their leadership.

When reading the text exchanges between Haines and Mindy Young consider this could be you or your loved one being discussed. Imagine making a complaint concerning an issue as important as your career. The complaint is filed in accordance with every rule and law. You believe the investigation is occurring with an investigator that is objective and fair. Then you learn that the person you made a complaint about under investigation by their SUBORDINATE! Obviously, this is disturbing!

As the investigation continues, there is a presumption that there is a true effort being made by the investigator to discover the truth. The unusual relationship of investigator and subject officer is still lingering in the back of your mind, questioning the most basic sense of decency. Everyday you have to question if the corruption you believed to exist does exist. That is what this is. CORRUPTION.

 

The text messages between Haines and Young leave no doubt about corruption was a real concern. Imagine reading the words “fuck those people” knowing that comment was intended to describe the feelings the investigator has you. Then realizing that the investigator you doubted from the beginning is discussing your case with the person you complained about! The investigator is upset at not being able to share a special dinner because of an investigation she is conducting on the subject officer. Her response is a promise to “sting” the complainant and proclaiming a waste of her time to complete the investigation. As if there could be any doubt left of an “understanding” between Haines and Young, she is even told by Haines “you will make a good commander one day”.

The described actions of the two ECSO administrators are criminal. Again, this is perfectly acceptable behavior for administrators, according to this administration. No action is taken to respond to the improper behavior of law enforcement professionals. Each day that passes is proof the current leadership is not opposed to the conduct displayed by Haines and Young. Obviously, there is a relationship between the two that would prevent anyone from believing there was a chance of objective finding in the investigation.

The ECSO has become indifferent to justice and the law. To true law enforcement professionals that take pride in serving their community, this is disgraceful. The current leadership has made the ECSO an example of what happens when amateur, egotistic, self-serving imposters are allowed to ruin a law enforcement agency and the community.  It is time that the issues that continue to plague the ECSO be taken into hand. Enough consideration has been given to the tantrums of Morgan and Haines and clearly, even with all their self-praise for one another, all they have achieved is an absolute failure making the agency a joke.

The facts described here should confound any law enforcement official that values integrity and honesty. And it should frighten people to the core that law enforcement professionals within the agency that see the dissent and are too cowardly to do anything about it are the same people that are supposed to be protecting you from the evil in the world.  If anyone wearing a badge refuses to stand up for themselves, can you really rely on them to protect you?

Morgan’s Legal Team Laughable in Latest Motion

Sheriff David Morgan’s stellar, top-notch counsel has now filed a Daubert Motion to Exclude Testimony of Plaintiff’s Expert Witness, Michael D. Lyman & Memorandum of Law in the Rogers’ girls cases against him. A Daubert Motion is motion to have a legal expert deemed to not be considered an expert in a particular case. In this instance, Michael D. Lyman is a police consultant who is formerly a criminal justice professor, formerly a narcotics agent, and formerly a criminal investigator with the Kansas Bureau of Investigation. He is considered an expert in police procedure matters, use of force, arrests, search & seizure matters, as well as management and supervision issues (hiring, retention; evaluation/assessment; termination).

Lyman’s resume and CV is far more extensive than the combined command staff of the ECSO.

The funniest part of all this is that expert testimony is explicitly, expert opinion.  An opinion given by someone with a background who would know. If Michael Lyman is not to be considered an expert and his background is far more law enforcement/criminal justice extensive than the top tier at the ECSO, then the conclusion that the top tier is not competent to hold the positions that have currently.

Thoughts on the Recent Promotions from Inside the ECSO

Recently promotions were made at the Escambia County Sheriff’s Office. Congratulations to one that deserved the promotion. Sgt. Tom Kelly was promoted and now Is Lt. Kelly. This IS an actual promotion that should have happen and Lt. Kelly can perform at a level expected by the officers under his command. He will be an example of leadership and professionalism. Many officers will have a chance to observe real supervision, that has become folk lore at the ECSO, for the first time in their career.                    ‘

Now, let’s talk about another– Lt. Frank Forte was promoted to 1st Lt Forte. While Frank will brag as if he had the winning numbers to the Mega PowerBall about this promotion but it is truly lackluster when compared to the other promotions. In fact, anybody should be insulted if they are compared to Forte. He has performed every cut throat task with diligence second to none, except maybe Morgan.  He was passed over for promotion when those promoted had half the years of experience as he does and they were promoted to much higher positions. Because Frank lacks morals and integrity, he was promoted to a position that will allow him to be used. He will carry water for Haines and allow plausible deniability when Haines deploys one of his search and destroy missions. Add the fact that Frank is a documented liar and Haines has the perfect minion for his devious duty assignments. Frank is incompetent, dishonest, and vindictive. All the boxes are checked for what Haines expects from a person running Internal Affairs Investigations.

It could be also that Frank needed to be removed from any position that allowed further destruction of an already weak morale level of current employees. Frank has also been called out for offering rewards for law enforcement activity when assigned to a shift. His failed leadership style reduced him to paying, presumably from his own pocket, and what officers are already hired to do. A law enforcement leader should know that is improper and that process should alert those with decision making authority to look for a problem. A  quick glance would reveal Frank had to bribe officers with gifts to request an assignment to his command and he paid officers extra to simply do their job. This conduct does not have any characteristic of what one would consider a valuable leadership tool.

Now, to another individual that was promoted—Lt. Ken Simmons. He was elevated to the rank of captain. It appears he has begun to reap the rewards of a relative (Chip Simmons -Sheriff candidate and current Chief Deputy) being in high places. His career has been less than notable to this point. He has few qualities that separate him from the pack and a reputation that is less than honorable. No special training, education or accomplishment that would qualify him for advancement ahead of others except for having a brother as Chief Deputy. The obvious question would be if this is a nepotism violation. I believe the law concerning nepotism is clear and this will be a promotion that is reversed in time. Haines would know this but agreed to not fight it so he could avoid being blamed at a future time.

Moving along there are 3 sergeant position that were elevated to captain or above and a  deputy position elevated to captain. One would pause to wonder how you promote sergeants all of whom were inadequate for a lieutenant’s position to a staff position. That is a kick to the teeth of the good officers that earned their position on the list for lieutenants. I assume the message to the ones that took the time to study for a test and dedicate the time to do well is, don’t waste your time and become a member of staff. Apparently, staff is seeking known failures and skipping the process to discover the individuals promoted are failures. This idea of leadership is the reason the ECSO has evolved into an agency that is ineffective and embarrassing to the citizens it serves.

There will be more to report soon. The monster that is known as David Morgan will continue to allow the destruction of the ECSO by the hands of Haines. He will continue to claim victory when placing last and fail to build leaders tasked with protecting our county. If Chip continues to ignore these failures and associate himself with this failed administration, as he has consistently done since taking his oath, he will prove he is not the person we should support for our next law enforcement leader. Some may even believe he is just a continuation of Morgan. The rumors of infidelity could be true and Haines has the relevant information to control Chip. There are few facts to support Chip being worthy of election at this point. There are many facts to cause one to believe he is only an extension of the failed Morgan administration. A brother is promoted, failed first line supervisors brought into the administration, failure to be a leader when deputies’ rightful raises were being extorted, rumors of infidelity being leveraged against Chip, and Chip is silent all the way through it all. That adds up to incompetence or corruption. Chip should either speak up or step away from Morgan. Staying the course he is on, only indicates he is the wrong person for the job.

Truth about “Personal Vendettas”

I want to address the fallacy spouted on Escambia Citizen’s Watch group on Facebook, aka JUECW or the Jackie Rogers Hate Group. Melissa Pino has been characterized as pursuing a personal vendetta after she told Doug Underhill she was coming for him. Let me explain this to the layperson that believes this is just a “personal vendetta”. There is a fortified, adulterated effort to pervert and abuse the processes of the county to secure personal gain either by political capital (favors in the wing) or subverted contributions to PAC’s or personal campaigns. This aligned effort by some of those in politics, like Underhill, Sheriff Morgan and Bill Eddins (Curtis Golden-light) are bought and paid for and act in there own best interest rather than honoring their oaths of office.

In full view of the public, this bunch act brazenly. They hide very little. Underhill subverts information for his own gain, such as the Seafarer incident, gating a public access beach, bought for the purpose of public access. Underhill also fixes fraud that he and his business partner, Morgan Speranzo committed via the contracting laws. When called on the illegal action, by me, he doctored the paperwork by telling people it didn’t happen and having the paperwork “adjusted” to fit an implausible circumstance, he claims happened.

Sir David became a millionaire on a public servant’s salary while his department went to hell in a handbasket. No one is safer since this man took his oath. Oh and let’s not forget the LET money he bought his reelection with, to the tune of $2million over 4 years.

Eddins showed his colors with the medical examiner recently, going against the county’s stance on Dr. Minyard’s bloated salary. Eddins supported Minyard when she is clearly replaceable. She was forced to step down twice in her career for incompetence. Failure to do paperwork (kind of essential in the Medical Examiner field) was her main flaw. While this sounds harmless, it is far from it. Imagine something happens to your loved one, and while, in Minyard’s care, personal items or autopsy reports are not accounted for or are missing. Also, imagine your loved one was possibly murdered, if the police say they suspect suicide, she concurs, when there may not be evidence to that effect because it lessens her case work.  Now imagine her taking home in excess of $500K for treating your loved one, with such disregard. Now imagine the State Attorney of the 1st Judicial Circuit is throwing his weight behind this woman, against all logic.

My point is that if someone says publicly, “I’m coming for you” to one of these corrupt officials, it is plight with little recognition or support (publicly) and is, in and of itself, an albatross.  There is nothing personal about this sort of targeting. In fact, if law enforcement were not so impotent, they would be targeting these individuals also, and that would not be considered a “vendetta”.

I have said to Sheriff Morgan via this blog that I am coming for him and hell’s coming with me. I set my sights on Morgan because I believe he is the most dangerous and most psychopathic of them all (Underling being a step behind and Eddins being merely a puppet working at the behest of his benefactors). Morgan has single handedly ruined more lives within his agency as he has outside his agency. He has neither the capability nor the psychological capacity to hold the position he was elected to steward. The evidence is in the public records, not the statistics, because there are deputies that will explain to you how they were directed to alter levels of crimes for the purpose of skewing the stats. Sexual assault is the tell-tale statistic. Currently, Frank Forte is giving gift cards for tickets written…highly unethical and probably illegal. But why should that be a factor for a law enforcement agency.

Predators on the community should be dealt with by the agencies designed to police them within the system, but since that is broken in this county, it falls on individuals with the moxie to stand up and name their target. Any bricks taken out of the wall of corruption, makes the others weaker. Divide and Conquer is my motto. While these men are not the true threats as much as puppets for those who are, pulling back the curtain is the mission. I hope Morgan, Underhill and Eddins know you can’t beat someone who doesn’t stop fighting. Melissa and I are ready for the long haul.

 

~~Trouble in Paradise~~

Over the last few days, I have been contacted about the dissolving relationship with Underhill and Sir David Morgan. Now, I had to question this because history tells me that they are thick as thieves (ironic because they are thieves).  I had to acknowledge no pro-Underhill support publicly lately and after being contacted numerous times with the same information, I have to concede that it is plausible.  As have been told, repetitively, Morgan approached a political opponent of Underhill’s to give him a private pat on the back and let the opponent know he was distancing himself from Dougie. The Sheriff was heard saying something to the effect of Doug being too politically toxic and Morgan could not let Doug drag his name down.

That sounds like something that a malignant narcissist like Morgan would say. Morgan is so Machiavellian with people he doesn’t want to be associated with like Arety, Doug should watch for he dagger in his back. But ultimately, this bodes well for the community that these too cancerous forces should diverge.  So whether it’s just speculation, innuendo or just a rumor, people are talking about it.  Perception is all that matters blacklisted doug

Morgan Fiddles While Escambia Burns

Tuesday was a unique day. There were multiple serious crimes going on and Morgan holds a press conference on a cyberstalker. What?

While I understand the cyberstalker may have harassed people and made them uncomfortable, does that really compare to the stabbing, shooting and bank robbery happening in real time?

This is a perpetuation of Chief Haines’s trolling on social media to tattle tale on deputies instead of focusing on the rising crime rate.  Hello!!! There are things that are happening IN THE community that they seem to not see.

This reminds me of Tsar Nicholas II of Russia. He is told that people are storming the palace and he tosses the telegram because it’s time for tea.  Eventually the people, who he never really saw, were his demise.

 

 

 

 

 

This is an example of the disconnect of the administration (Morgan & Simmons).  Or this could be blatant manipulation. Morgan parades a non-violent criminal around who a fairly new criminal enterprise. He makes sure not to acknowledge the violent crime that plagues the community. In the 40’s, this tactic was used as propaganda tool by Hitler. He played news stories of the German wins, when in reality, they were defeats. Is this really the kind of community people want to live in?

The reason the local news doesn’t cover this goes back to the “Witch” murders in 2015. Sir David was ambushed by a reporter in the ECSO.maxresdefault.jpgHe was from WKRG channel 5, but despite that fact, Morgan believed the news director, Kim Wyatt, put this man up to the aggressive tactic of following Morgan through the ECSO and outside despite the fact Morgan dismissed him. This doesn’t show Morgan in a good light and he lashed out

.  Kimberly_Wyatt.jpgAccording to sources close to the situation, Morgan’s ire at Ms. Wyatt had him assign a plain clothed deputy (who recently got promoted) to follow Ms. Wyatt. He then called the GM of WEAR and asked if he knew where Ms. Wyatt was, because he did. This is the epitome of coercion. Since then Channel 3 has not made any attempts to portray Morgan in a “tainted light”.  Morgan strong-armed the GM and stalked the news director over a perception of a situation that may or may not have been true.

How is this “momentum”?  Is this the Escambia County of the future?  A community where this severity and frequency of crime is the norm and a thug controlling other thugs for his own personal agenda…..but hey who cares….he talks a good talk.

 

Can’t Paint a Zebra & Call It a Horse

When I was little, I heard the phrase, “you can’t paint a zebra & call it a horse, because the stripes will eventually show through.” I don’t know if that is the phrase commonly used but the moral of the cliche is the same. “You can put lipstick on a pig and call it Monique, but it’s still a pig.” I would like to offer up  my own new form of this cliche. “You can put medals on a con man’s jacket and collar. Hell you can give him a Sheriff’s star, but he’s still a con man.”

Example:
Sheriff David Morgan (aka Sir David for his phony knighthood), apparently,deleted his Facebook profile. Now he was an advocate of all social media prior to November 8th. So if that is true….why do you think that is? He put on this sociable pretense–leading up to the election. Now he doesn’t need that. His arrogance has trumped his need for attention. He now does not need the connection to the people. His true stripes are showing. The people of the community have been dismissed from his self-centered world.
This is also evident by the reaction of the deputies. When Morgan was re-elected, I was horrified at the corrupt voting system, because I honestly don’t think that was a solid, straight up election.  There was something hinky with the early mail in votes…but I digress. Understanding the people under Sir David and listening to their input, comments is far more important in evaluating the “success” of Sir David and relevant to the understanding of the morale inside the agency and thus the performance on the street.
These are just a few anonymous comments made about Sir David from his deputies:
With there being so many different violations (criminal,civil,conduct unbecoming etc.) that can cost deputies their jobs, why in a profession where “high character” is important and deputies are held to a higher standard would we employee deputies that refuse to recognize their own child/children as their own or be a father to to them? If someone is that sorry and of low character how can we as an agency believe they’re capable of making the kinds of decisions we are in trusted to make on a day to day basis?
It all depends if Chief Haines believes it violates HIS morale conduct code or not. Then it depends on whether he likes you or not or if he perceives someone as unworthy. Here is the perfect example. It is alleged that Deputy XYZ was insubordinate. Chief Haines believes a bunch of BS told about this Deputy so instead of it being handled on shift level he insists it must be investigated by IA. The investigation determines there are conflicting sides to the story and the supervisor based the insubordination on assumptions. The charges are unfounded. But that isn’t good enough for the Admin. The case goes back to IA to check it out again and this time around someone mentions Deputy XYZ has ….I don’t know….recently moved and Oh No….he has neglected to change his address with the office. BINGO…there it is. Deputy XYZ is found guilty.

That is how this Admin works. If they want to get you they will. They just keep on and on and on until they find something.
So hang in there. When they find out there is a Deputy who isn’t taking care of his child they will get him. It might not be a violation at all but if Haines thinks it is this deputy will be put through pure hell and will feel he has no other choice but to leave.

 Speaking to “undeserved raises” recently:
The sheriff has never cared about the deputies or their pay. He made a promise when he ran the first time to up the deputies pay by several thousand dollars, didn’t happen! We’ve received a few token raises, far less than any other sheriff. He’s taken good care of his staff and their salaries. Morgan is a bullshitter and a politician who can’t bring himself to speak the truth and when pushed you can bet his response will be, “I’m the sheriff and I do what I want to”. I predict this pattern of promotions will continue and his reorganization will resemble something from a Georgia roadmap. Merry Christmas to all my brothers and sisters, it’s going to be a long four years.

You made Major, are you now trying for Commander? Come on man, neither you or David deserved the promotion. You have zero patrol experience and zero supervisor experience. David has 2 years as a Sergeant and I dont need to repeat all the lacking experience. This place is a joke and nothing will change here. There isn’t any integrity and loyalty only 6exists for the select few who place campaign signs and troll Facebook for 1st Amendment violations.

To anyone wishing to work at an agency that is professional, honest and trustworthy, this ISN’T the place. You will be buried in the back with the trash and fish bones. Want a promotion with a 30% pay raise, put up campaign signs, troll the internet and back stab fellow deputies. Great job AH and DI, you now contributed to the lowest morale level the department has ever seen.

He has excellent skills at letting a former garage supervisor cover up theft and misuse of county property. Maybe if we were the bad guys that would be a useable skill. Otherwise he fits right into the Morgan way of doing things.
 Why even put a promotional process in place if you’re just going to crush the hopes and morale of those who come to work and try hard by doing something like this? How is someone supposed to respect the rank of anyone above them if it’s just handed to them without merit? Sheriff you can step up and admit you erred and gain back trust. If this festers watch this place come to a screeching halt. It won’t be due to some reorganizational issue but directly tie to morale and two less than stellar sergeants being given something they don’t deserve
Why would you expect anything different from Morgan? Look at some of the past promotions he’s made and it shouldn’t surprise you one bit. Please don’t think Simmons is going to be any better, he’s a clone right now. Time to sit down and let things run their course. Obviously hard work means nothing.
These comments are anonymous because there is punitive actions against anyone with an opinion contrary to Sir David. Just ask Buddy Nesmith or hell, Eric Haines, the demoted Chief Deputy who doesn’t even see his own demotion. (This would be the 2nd demoted Chief Deputy in Sir David’s cabinet, by the way.)
So I might be crazy, but it appears that there are an inordinate amount of deputies who feel slighted by Sir David’s lastest choices in raises.  But that’s not the only disappointment or breach of trust/service, Sir David’s committed. Yet still we sit here with Sheriff Shithead at the helm…..anybody else see a problem?????

Dangers of Being an ECSO Deputy

It is funny how so many deputies, scared of losing their jobs, want to speak out against the administration under Sir David & his cronies. Here is yet another deputy with a message.

As the holiday season starts, I began to reflect on the year. The one topic that causes the most concern is how cops are being attacked. We are 70% more likely to be killed this year compared to last year. That is such an alarming jump. No officer deserves to be killed for merely being a cop. Our society is failing when we allow this to occur and take no action. This should be at the top of the list of concerns of every law enforcement agency in our country.

It is unfortunate, but obvious, the Escambia County Sheriff’s Office does not have the safety of officers at the top of the list. We have seen that thousands of dollars were spent to inform people to lock their doors. Thousands were spent to give David Morgan exposure during an election year. Had Morgan ever been a cop, he would understand the feeling that cops have when they are subject to unprovoked attacks. Morgan would know what the dangers are for cops in the national sphere and here locally.  The increased fear to go into the street and attempt to enforce the law knowing just wearing a badge could mean the end of the officer’s life is a REAL THING. Had he ever actually completed a tour of duty as a cop, Morgan would have likely considered spending the money on dealing with the increased pressure and scrutiny to generate good PR for officers for their own well-being instead of widening the gap between the community and law enforcement.  He could have addressed the elephant in the room in talking about how Ferguson, Trayvon and other national events might affect the cops and community of Escambia County. But instead he has wasted training dollars on senseless simulations, THOUSANDS AND THOUSANDS OF DOLLARS on billboards with his face and meaningless reminders for the community to lock their doors. Or how about the time and cost of educating the ECSO on guidelines for Pokemon GO?  And the real kicker is the time invested in convincing cops that ratting on other cops for minor indiscretions to the upper echelon will get you brownie points. Internal Affairs cases have exponentially increased over the most stupid things like not having signed in on a training log in sheet. Cops are not prepared to work the streets where reality and tragedies occur.

Unfortunately, Morgan chose to take the path of a liar and does what he says he will not do on a continual basis. Moving officers from a precinct may technically not be “closing” it, but it absolutely has the same effect in lack of law enforcement for that area. Morgan will have his social media trolls do their best to insult anyone that tries to present this argument. They will be attacked and told they are not cops and could not know what is best. Documentation will be produced to show that there is not a change of coverage and that geographical area is getting the same if not better coverage. Really that is a lie.

I had the misfortune of being a part of the transition of the Cantonment shut down.  It is a fact there are times there is not ANY officers beyond Kingsfield Road. It is a fact that there are times that only ONE officer is working an area that is supposed be manned by a minimum of 2 at any given time. It is a fact that the coverage is not what it was when there was an active precinct for that part of the county.

When the social media attacks come, know what questions to ask so you are comparing apples to apples. When the roster showing an officer was 10-8 (on duty) in that area is produced, ask to see a roster to compare it to from last year at the same time. When the roster is produced to show that on each shift an officer is assigned and there is always coverage, ask about the total number of officers assigned at this time last year. What Morgan and Haines will not volunteer is that each of those precincts has “flex officers” that do not work traditional shift hours. There will not be a shift from in-town to provide coverage for those positions. Those officers will be lost completely. The overall numbers will fall drastically when compared to the new system of assigning officers. In fact, the total number of officers, including supervisors, will decrease by a minimum of 3 officers each day. Be prepared for Haines to attack this number and show documentation that the number is wrong. He will say that there is no change. The only way he could be correct is, if manpower has been so reduced that there is not a current deputy assigned and the position is vacant.

The truth is this administration has to reduce services because the ability of the leadership has been reduced as well as the funds to develop and keep good cops. Morgan is not a cop and assumed the ECSO would run itself while he was busy trying to get re-elected or networking to enhance his social standing in pure pretense. Haines is not able to admit wrong in any thing he implemented and will not admit when he makes a mistake. He spends more time trying to validate a bad decision and convince everyone else how it is actually a good decision than he does correcting what is wrong and improving the situation. Instead he rides a dead horse on principle.  The result of this failure way of running the show causes us to have less capable officers and officers not having the same experience as we once enjoyed.  Our agency is imploding on itself, but it’s all good if we are making sure that Morgan keeps his celebrity status in good order. Haines is not concerned by failure because he doesn’t know what a successful agency looks like. He wants to build the illusion he has been successful. His objective, or maybe his destiny, is to leave the agency. That is welcomed by any cop that cares about the good of the agency.

My one request to the powers that be is to please just stop chasing off good cops that want to be here and care about the dangers currently facing this community. If nothing else, you should preserve these cops because their community impact will only improve the overall perception of the agency and thereby your own agenda of pleasing yourself. This is a pipe dream because anyone who reads this and is in the position to fix it has been critiqued which is only going to hurt their feelings and cause retribution to the rest of us. But someone has to say something. Someone has to care and that is not David Morgan or Eric Haines and I fear, not Chip Simmons if he is enjoying being David Morgan’s new BFF.
