I have said this before: I have nothing against Chip. He has been mostly transparent with me over the years. He’s a good guy on a personal level. He’s a good law enforcement officer. He is said to be a good leader.

I posted on Whitney after YEARS of prodding by people, only because of this escalation of giving her this entirely made up job. Also, the blatant overshare of pictures that include her with Chip on Facebook, in the line of duty, of course. The coordinating outfits and for GOD’S sake this coffee cup!

I had to look into this. Arguably, a cop having an affair is far from isolated. That is not what the interest in this is. It isn’t sensationalism. It is about poor judgment rising to the level of absolute corruption, a breach of trust of the officers in the agency and the taxpayers. That is what drove me to look into what her pay was.

It is amazing what a vested interest the community has in this subject. The stats of the blog posts on this Chitney thing have skyrocketed. I have had more hits to this blog THIS month than I have in entire years past. I know I’ve been dormant for a bit but even at the height of posting history, I never received the number of views I have this month. Chip, that should petrify you!!

Maybe if she were making a modest salary, it would be easier to digest; if they were not so brazen at public events, including this coffee cup graphic, this colossal error in judgment could have been overlooked perhaps.

I’m putting the anomalies I found in the travel documents. They are just that—anomalies. They are outside what is normal, or policy or run of the mill events that are acceptable. If y’all have any reasonable explanation to ALL the facts collectively, please tell me. I’m all ears. I will make no assumptions but I have to say the variety of issues may have innocent enough explanations. However, take the errors into context of the overreaction to the public records request. The cumulative picture of all the actions together is simply that something is amiss.

There are 2 particular travel packets that are questionable. The first is from February of this year. It is a conference in Jacksonville that Chitney attended as well as Tommy Lyter. Now remember, I didn’t ask for Tommy’s documentation but Andy Hobbs suggested that they should provide it to me. Let me say I think that was a strategic move. I will show you why.

Now I saw this and wondered if that may have been something leftover from when Morgan was Sheriff but surprisingly it was not. Morgan’s name doesn’t appear on Chip’s receipt and he arrived 2 days prior to Tommy. So while this is crazy and maybe it’s something fraudulent like Tommy not attending but Morgan did while Tommy took the per diem and reimbursement for something he doesn’t deserve, that’s not the subject today. And I believe this was a red herring thrown out to make me not look into Chitney. Sorry Andy, it didn’t work.

I want to show you Chip’s voucher first. The invoice shows, in the top right corner, arrived Feb. 6th and stayed through the 12th. The problem is the first nightly charge by the hotel is the 9th.

The next thing I want to point out is Whitney used no fuel and Chip lost his fuel receipt .

Note the dates listed on the top left. Also notice the dates this travel voucher was submitted. Also FYI the request for Whitney’s pay records by the anonymous source was requested on the July 15th. It was fulfilled on July 23rd. My guess is that they got spooked when that request came in and started covering up then. Seems ridiculous to me but if there was no travel packet for Whitney submitted then no one would have noticed this. In addition, the actions of the entirety of the command staff, ie blocking me, the out of the ordinary closed door meetings, then I wouldn’t have looked so closely at some of these oddities. But I knew there was something here we were not supposed to notice. That’s why Tommy’s packet was released to distract me by David Morgan’s name appearing as the guest. Nice try, but while that could be fraud as well, that isn’t my fight at the moment. My fight is to find what they were hiding. And the next thing I found sealed the deal that something is squirrelly here.

Why would the hotel issue a refund to Whitney and Chip but not (Tommy or Morgan) ? Because they never stayed at that hotel. They all claimed per diem for this trip and there is one pic that was taken at the conference of Tommy, Whitney and Chip. But that’s it. Plus please note the dates on the Travel Completion Voucher for Whitney. It shows different dates specifically the dates of her return as the 14th on the top page but the dates change from 2/8 to 2/6 and 2/12 to 2/14 at differing spots. Very sloppy and remind me again what vocation, prior to this one, Whitney had? Oh that’s right she’s a bookkeeper. My mother-in-law was a bookkeeper and she would have had the most meticulous records, ready to submitted as soon as she returned. And other travel vouchers including one in July were submitted prior to this one. Why???

Something is off here. Now the July Packet has one inconsistency. Chip, Whitney and Lyter all attended. The weird thing is the room number. Whitney’s room is 945, Tommy’s is 913. Chip’s is W045. Now in researching the Omni Hotel at Championsgate in Orlando, W045 is not a guest room number. I have no idea what this room is but it is more curious.

In closing, if there is any reasonable explanation for these issues, please contact me. I have been investigating this very thoroughly because I wanted an explanation to justify this shotty documentation. But after consulting with sources inside the agency, I have yet to get a good justification that makes all this copacetic. I have asked for February time sheets for Jake and Whitney to see what days they were there. By the way, I found no evidence of families at any conference in 2025 as Chip asserted. That’s not significant, per se. Just another contradiction in terms of what the official story is.
