Just to update everyone on the latest in the Chip Simmons scandal. I requested documents last week that obviously shook the ECSO. In the 3 public records requests, there are 2 that really should not shake things up too bad. I requested Eric Haines personnel actions forms for 2020-present (I just want to see what his pay is for my own curiosity). The second is several other employees of the ECSO’s June paystubs (to show a comparison with the Chief of Staff’s pay), and the travel packets for the Chip and Whitney for conferences they’ve attended (Thank y’all for the tip on that).

The third one is the one that’s gumming up the works. It has caused panic in the ECSO. I did this request last week. So Monday, I requested a status because as y’all have told me, that probably holds some information that makes Chip and Whitney’s relationship more apparent. I will refer this scandal as the, the Chitney affair. There has been more and more brazen behavior by these two.

WT-Actual-F??? I have gotten messages from several people over the last 2-3 years about how often Whitney inserted herself in as many pics as possible on the ECSO, even before her questionable job creation. I had noticed but the issue was Chip had raised the agency up from the apocalyptic demise the Morgan regime left. Employees were overall far happier with the exception of being annoyed by their relationship. It’s obvious Jake, Whitney’s husband, is either okay with the situation or complacent to keep his marriage but Chip’s wife seems to be oblivious, which irked me to no end. It’s one thing to cheat on your wife on the down low but what they are doing is flagrant. People have gotten more and more uncomfortable over time, just watching this crazy openness. THEN, after allowing her to move up the ladder in the law enforcement trust, Chip does the unspeakable. He creates a job that pays over and above every employee at the agency (except Chip, of course because his salary is set by population). Twenty year veteran deputies, admittedly few in number, don’t make that much. People who risk their lives are beneath her.

Then you add the fact there was a reorganization of the hierarchy of the agency, putting Whitney over finance. The obvious issue is that she is conflicted due to her being the head of the trust, which is already sketchy as hell. There is now clear open impropriety or at the least there is a perception by people in the agency and people on the periphery that can’t be ignored. That was the final straw. Now people who have supported Chip are not. Yes, the law enforcement support is there where it had not been with Morgan. The culture of cutting other deputies’ throats for personal gain was gone. While that is huge, there is a clear disrespect of 2 marriages. Jake, Whitney’s husband is a subordinate of both Chip AND Whitney. This showed that Chip is WHIPPED and is recklessly using taxpayer dollars to support his girlfriend, which is on the backs of actual law enforcement officers. It’s obvious to y’all that she slept her way to the top of this agency. What makes her so much more valuable to the agency than sworn officers? Absolutely nothing. This was a bridge too far for a huge portion of the agency. And I hear that Whitney is a huge Bitch to those under her. So not only is this all an ethical shitshow, you have her being unliked as well. Now I don’t know any of these things rise to anything illegal but the actions of the agency in covering it up is becoming a problem for this agency.

So after I emailed Beth Medeiros about a status update on these requests, I found out yesterday my email was blocked

So I checked my emails and realized that I might have been emailing the wrong email. Most communications in the last few years have been responded to by a different email address. So I tried that.

Now I am wondering if all these are incorrect because the agency has moved to a new system for public record requests. I found out Beth’s last name changed and I thought I’d email her for guidance.

Now I am pissed. But let me back up. Before I realized this email issue yesterday, I message Chip directly on his private cell.

“Good morning Chip. I’m sure by now you know about my public record requests. I emailed Beth for a status update but I’ve not gotten a reply. I’m concerned because this is reminiscent of Morgan circling the wagons. Records “not existing” or being highly redacted, even doctored. Is that what’s happening?

I know these records are going to cause you grief but remember no corrupt act is complete until the cover up.”

Also I have been contacted by several of y’all telling me there have closed door meetings by Chip and inhouse counsel, Debra Little. There was talk of an investigation of who originally requested Whitney’s pay stubs, because I was told there was a request, and if you request a duplicate of something already requested, the time of getting the records is shortened and any cost is already paid, so the records are free. Since I only asked for a duplication of the records already provided to an anonymous source, the question became who was the original requestor. Thus an investigation was initiated, I am told.

Now I am told by more than one person, that an investigation is initiated to find out who is talking to me, by monitoring all communication in and out of the agency. I really didn’t believe this was the case, even if they are scrambling about the travel records, surely there wasn’t this much of panic. Then, I find I am blocked. You be the judge.

Shockingly my text to Chip did spur a phone call. He told me he had no control over public records requests and how they are processed. He was aware of the nature of the requests. He told me what I would find is he, Whitney and Tommy Lyter all went to 2 conferences, and their families went as well. He asked me what I meant about the requests causing grief. I explained that I knew this information would be uncomfortable for him. He said it was nothing. He told me to check with public records. I always talk on speaker phone and my husband was in the room listening to Chip’s story, before Chip hung up there was a loud click. There was someone else on the call. My guess is Debra Little. I would love it if she recorded this conversation without my knowledge. That, my friends, is illegal.

I didn’t know I was blocked yet. When I did see that I was blocked from seemingly all EscambiaSO.com emails, I texted and called Chip. He said he didn’t know why this happened. He asked if it was always that way. Obviously, it was a recent thing because I communicated with Public Records Office about Whitney’s pay stubs the week before. He said no one knew what was happening, but he would follow up with IT to find out why this ANOMALY was happening. Eventually, I was able to email without it bouncing.

So I leave the deductions of what transpired to you but I am seeing a cover up, especially since these records haven’t been released. Why all the drama for a public records request? If all is above board, this should be business as usual. But Chip even sounded “keyed up” when we spoke. He has always been even keeled when speaking to me. A little stuttery but all and all not like he was yesterday.
